Irrigation is limited to ONE DAY PER WEEK based on the last digit of your street address. Watering is allowed before 4 AM or after 8 PM (not both) on your day.

8 or 9 (and properties without an address) – Friday
Phase III Rules to Know
(applies to all water sources, including private wells)
No HOA or other entity shall enforce restrictions or other community standards requiring an increase in water use.
No pressure washing is allowed unless in preparation for painting and sealing.
Car washing is allowed on your watering day and hose must have a shutoff nozzle.
Aesthetic fountains are limited to four hours a day and hours of operation must be posted.
Watering plants (not grass) with a hose equipped with a shut-off nozzle or micro-irrigation can be done on any day before 8 AM or after 6 PM.
Pool filling is allowed.
Rinsing of boats and flushing of boat engines is allowed after each use
Enforcement -- There are NO warnings during the Phase III Water Shortage Order. Update your irrigation controller accordingly. If you need help, we may be able to assist via phone. Call 352-527-7669.

Lawn and landscape replacement is allowed, but this is not a good time to plant. Not only are water supplies low, but March through May are the driest months, and new plants need a lot of water. After a 60-day start-up period, watering is limited to one day per week, which can make it hard for plants to survive. It’s best to wait until the rainy season in June.
If planting is necessary, call 352-527-7669 to learn the rules and report new plantings. Otherwise, if irrigation is observed (via meter data or patrol) a citation will be issued, and you will be asked to provide proof (such as a receipt) to qualify for the new plant establishment period or other exemption. If proof is not provided, the violation will remain.
Why Watering Restrictions Still Matter
Water supply is planned years in advance through a regional 20-year plan that is updated every five years. While this planning helps prepare for future needs, we are currently experiencing a temporary dry period with lower water levels.
Watering restrictions help protect our water supply during this time. By following them, everyone helps ensure there is enough water for our community—now and in the future. When we all do our part, we help protect Citrus County’s water for everyone.

University of Florida IFAS guidance recommends reducing or postponing fertilizer applications during drought or water shortages, as fertilizer can place additional stress on already stressed turf and may even “burn” grass due to salt content. Fertilizer needs water to work properly. When soil is dry, it can pull moisture from already stressed grass, leading to yellowing, browning, or damage.

Hi everyone,
As a reminder, please see the email below. We have heard that some folks in TV have already been fined for watering their lawns.
Remember, in a Phase III water shortage, unless you have an exemption from the county that allows you to water your lawn (because you have planted new sod), we are only allowed to water our lawns 1 day per week and that is already being provided. No additional lawn watering is allowed.

Today is the final day warnings will be issued. Beginning tomorrow, violations may result in monetary citations. Please share this information with family, friends, HOAs, and others who may benefit.

Skyview Villas Revised Irrigation Schedule
During Phase 3 Water Emergency
Attached to this email (or within the link) is the Revised Skyview Villas Irrigation Schedule as required by the previously communicated Phase 3 Water Emergency. CEPRA took directions from Terra Vista management on the exact days of the week, and time of the day Skyview Villas home were permitted to irrigate their lawns in order to comply with the restrictions set forth by the Southwest Florida Water Management District (SWFWMD). Skyview Villas was required to compress the 221 homes into a much shorter irrigation window due to the water emergency. This resulted in three main changes, which day of the week homes were watered, the start time of the irrigation and the duration of the irrigation. Terra Vista provided the key requirements to follow as they currently provide all of the water to Skyview Villas homeowners for lawn irrigation from their own wells at no additional charge. (please note - there is some confusion on how Skyview Villas residents are charged for the irrigation water and we would like to clarify they are not charged for the irrigation water)
The revised irrigation schedule is sorted by the 10 irrigation controllers (or “Clocks”) and then lists each home’s address currently assigned to that controller. The Program Letter (A,B,C,D) tells you which day of the week your lawn will be watered along with the start time of the irrigation cycle. The Type (S,R,M) stands for which type of Sprinklers each home uses (S= Arc Fixed Nozzle, R=Rotary Nozzle, M=a mix of both). Different sprinkler heads require different irrigation run times. Irrigation run times have been reduced across the board in order to ensure all homes receive water for their lawns. The reductions are impacted by the type of sprinklers installed, which controller the sprinklers are linked to, how many homes are on the same controller and the available water pressure at that specific time of day given how Terra Vista is using their supply of well water for other purposes.
We realize this is a rather complex process that helps explain why it has taken longer than expected to create this revised irrigation schedule. The Board working with CEPRA and Terra Vista management has done their absolute best to administer this as fairly as possible across all homeowners. It’s not perfect and CEPRA will continue to monitor and make adjustments where needed. We collectively appreciate your patience during this water emergency caused by mother nature, and we all are hopeful for a wet spring / summer season to help augment the irrigation process.
We remind everyone the Board members are volunteers donating a significant amount of time and effort to address various issues across our 221 homeowners, so your patience and appreciation is always welcomed. If someone believes they can offer additional insights, expertise or assistance we would love you to step forward and join the Skyview Villas Board.

Phase 3 Water Emergency Update
As of Thursday, April 16, Terra Vista is still in the process of reviewing and testing the proposed changes to the Skyview Villas irrigation to be in compliance with the Phase 3 Water Emergency. As soon as we receive their approval on the proposed changes to days of the week and hours of irrigation, we will share it with all homeowners so you will know the day and time of your irrigation cycle. We are still expecting to see a reduction in duration of the irrigation cycle from the current 30 minutes.
This process has taken longer than we had expected. Thank you for your patience.

Leland offers multiple ways to set up automatic payments and can be accessed utilizing the online portal or direct information below. You will need your Account #, the property ID (3240), Management ID: 6759, Amount and Payment Frequency
Option 1 is using Alliance Association Bank to make payments. Click on the link to be redirected to the bank’s website. Once on the website, register and create an account. Please sign in, select add a property. (This can be completed for multiple properties and addresses. This includes multiple properties with Leland) *Recommended for US Residents*
Option 2 is utilizing Paylease. Paylease is integrated directly into the website and is linked to your account number. By selecting this Paylease button from the Online Portal you can make a one-time payment and or set up automatic directly from the integration menu. *Recommend for Overseas Residents, as they accept international payments. *

Skyview Villas Reflector System
We have received several complaints from homeowners who have active "No Service" (i.e. no mowing, no trimming, no spraying etc.) work orders open. Unfortunately, the landscaping workers have not always been aware of these work orders and inadvertently performed the service. To rectify this issue, and improve communications with the landscaping workers, we are instituting a "Reflector system."
This system will go into effect in the next week or two with Cepra installing reflectors on the affected home's front and backyards.
The reflectors will be color coded as follows:
Red Reflector: will indicate a home that has a no mow, no trim, no edge, no spray active work order
Yellow/Orange Reflector: will indicate a home that has a no spray active work order.
Blue Reflector: will indicate a home that has a no trim active work order.
Cepra's landscaping workers will be trained to look for these reflectors in specific locations of a home's lawn, so IT IS IMPORTANT THAT HOMEOWNERS DO NOT MOVE THESE REFLECTORS. If the reflector location is problematic, please contact our CAM and open a work order for Cepra to meet with you to discuss alternative locations.
